When the annotation scale (CANNOSCALE) changes, adds the new scale to the annotative objects that supported the previous one, so that they keep their paper size.

Notes
It applies to the session: it is not saved in the drawing (in AutoCAD it is a program setting). A negative value turns the feature off while remembering which value would be used, as in AutoCAD.
